Potentially stupid question

That steam tunnel that blew up? What the heck was it for? I'd always assumed steam tunnels had something to do with heating or whatever, and I can't figure out what they would be for in the middle of the summer. It's probably something really obvious, but I can't figure this out. (I blame my LA upbringing-we don't have tunnels where I come from, after all.)
